Job Opportunity – General Counsel

San Juan Southern Paiute Tribe
Tuba City, AZ

The San Juan Southern Paiute Tribe, located in Tuba City, Arizona, is seeking to hire a General Counsel as the principal legal officer of the Tribe. For two years, the Tribe’s current General Counsel has assisted the Tribe in building foundational government infrastructure, but is now transitioning to provide special counsel legal services to the Tribe in the areas of land, water and other special projects. As a result, the Tribe now seeks to hire a new General Counsel.

Duties and Responsibilities

  • Serve as the principal legal officer of the Tribe and report directly to the Tribal Council.
  • Provide professional legal counsel and representation to the Tribal government.
  • Assist the Tribal Council with governance matters and identify legal issues.
  • Implement legal strategies necessary to meet Tribal priorities as directed by the Tribal Council.
  • Provide legal advice and assistance to Tribal Administration in carrying out the daily functions of the Tribal government.
  • Draft and review laws, codes, ordinances, policies, procedures, manuals, handbooks and resolutions.
  • Draft legal and policy memoranda, correspondence, and other documents.
  • Coordinate work with other attorneys retained by the Tribe for various matters, including, but not limited to, land, water and gaming.

Qualifications and Skills

  • Education: Juris Doctorate (J.D.) from an accredited law school.
  • Member of the State Bar of Arizona in good standing with no past or present disciplinary actions or member of another state bar with the ability to obtain Arizona bar license within one (1) year of hire.
  • At least 5 years of experience practicing law in the field of Federal Indian Law and/or Tribal Law.
  • Ability to work efficiently, cooperatively and professionally in a highly complex field of law.
  • Ability to educate and explain topics in a wide variety of legal matters to enable informed decision-making by the Tribal Council.
  • Preferred, but not required: Prior experience as legal counsel to a tribal government; Navajo Nation bar license or ability to obtain license within one (1) year of hire.

The United States Court of Appeals for the Ninth Circuit invites applications from all qualified persons for the position of Federal Public Defender (FPD) for the District of Hawaii. This position will be available on or after July 15, 2020.

The FPD Office is headquartered in Honolulu, HI. The appointee will manage an annual budget of $3.2 million and an office of approximately 15 employees, which includes attorneys, paralegals, investigators, and administrative personnel. The term of appointment is four years, renewable upon demonstration of highly satisfactory performance in office. The current authorized annual salary is $170,800. The Office of the Federal Public Defender provides federal criminal defense services to individuals unable to afford counsel. JOB DESCRIPTION:

  • This position will support ADE on interpreting and navigating the tribal governance structures and education policies, as well as analyze and communicate to tribal nations on the intersection and potential impact of state and federal education policy and legislation, and hold the following responsibilities;
  • Analyze the impact of legislation and regulations on tribal nations and native students;
  • Conduct outreach and gather input from tribal nations and other relevant stakeholders;
  • Provide policy guidance and consultation to tribal nations and ADE staff on the impact of new or amended laws, programs, and appropriations;
  • In-state and out-of-state travel is required for this position.

PRE-EMPLOYMENT REQUIREMENTS:

  • Position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).

Duties and Responsibilities:
In coordination with the Executive Director oversee operations of the Navajo Nation Washington Office (NNWO), including development and implementation of policies and operating standards; supervises staff, provides administrative direction, guidance and monitoring within the NNWO; handles personnel issues and identifies employee development requirements; determines compliance with organizational policies and procedures and evaluates staff performance ; performs work of unusual difficulty with responsibility to support the overall planning and execution of goals and objectives of the Nation; performs related work as assigned.

Assists with review, analysis and research on proposed pending legislation, and policy initiatives to ensure that legislation and policy initiatives to ensure that legislation and initiatives do not adversely affect the Navajo Nation; assists with drafting legislative bills, policy proposals and position papers and provides detailed reports on the activities of Congress to the Nation; advocates and communications extensively with congressional representatives and federal agencies to provide briefings and background on the issues and positions of the Nation; analyzes existing federal regulations to protect the interests of the Nation; analyzes legislative, policy and budgetary initiatives developed by the federal government; provides reports to the Nation outlining the political and policy ramification of these initiatives and provide strategic recommendation on how the Nation should address these initiatives.

Coordinate meetings with congressional representatives and federal officials; prepares materials and strategy for the meeting and accompanies Navajo officials in the meetings; develops public affairs campaigns and formulates coalitions with interest groups, nongovernmental organizations and other governments to further the Nation’s position; attends congressional hearings, press conferences and markups to gather important intelligence on matters of concern to the Nation; assists in the preparation of news releases and articles for publication to increase the awareness of the Nation’s needs; attends strategy meetings; keeps abreast of current events and national news regarding Native Americans; may represent the Navajo Nation at various functions.
