FEMA Vacancy Announcement – Attorney-Advisor (IC-12/13), Public Assistance Appeals and Audits Branch
The Response and Recovery Legal Division is seeking an attorney-advisor (IC-0905-12/13) to join the Recovery Directorate, Public Assistance Division, Public Assistance Appeals and Audits Branch (PAAB). The Branch is responsible for administering the Agency’s Public Assistance (PA) Program Appeals System, developing PA second appeals responses, as well as managing the Recovery Directorate’s audit engagements. The position affords attorney advisors insight and engagement regarding Executive Level decision making, opportunity to engage external entities, and to work on high profile, cross-directorate, agency level issues. Ideal candidates must be a strong legal writers, excellent collaborators, and professional communicators.
Typical responsibilities include:
∙ Drafting second appeal decisions and associated correspondence to respond to appeals filed by PA applicants.
∙ Reviewing draft second appeal decisions prepared by appeals analysts to ensure compliance with substantive and procedural requirements in applicable statutes, regulations, and policy.
∙ Preparing legal memorandum, identifying litigation risk, and briefing PA leadership on critical issues appealed by PA applicants or identified in Department of Homeland Security Office of Inspector General (OIG) and Government Accountability Office (GAO) audit findings.
∙ Facilitating audit engagements with the GAO/OIG.
∙ Liaising with other OCC Divisions, Headquarters and Regional PA leadership and staff, Regional Appeals Analysts, and OIG, GAO, and Congressional staff.
The selected attorney-advisor will report to PAAB’s Supervisory Attorney-Advisor and Deputy Associate Chief Counsel (second-line). The duty station for this position is 500 C Street SW, Washington, DC 20547.
This position is a Cadre of On-Call Response/Recovery Employee (CORE) position. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability.
The candidate must be a member in good standing of the Bar of a state, the District of Columbia or Puerto Rico. This is a Public Trust position.

Review of proposed disciplinary actions by Navajo Nation government programs for compliance with Navajo Nation Personnel Policies Manual and Navajo Preference in Employment Act Drafting of proposed Navajo Nation legislation, regulations, and policies. Minimum Qualifications:
Juris Doctorate; Current admission in any state bar with the intention of seeking and securing admission to the Navajo Nation Bar Association and the Arizona, New Mexico or Utah State Bar within one (1) year of date of hire.
