The Office of Legal Counsel consists of five (5) In-House attorneys as well as the Prosecutor, Assistant Prosecutor and Child Protection/ICWA attorney.  The Deputy Executive Legal Counsel completes tasks as assigned by the Managing Attorney and Executive Officials.  The Deputy Executive Legal Counsel would provide advice to the Executive Officials and various Boards, Committees, Commissions and Executive Branch departments such as the Department of Health and Human Services, the Department of Economic Development and the Environmental Protection Program.  The Deputy Executive Legal Counsel’s responsibilities would include: drafting, reviewing and analyzing agreements, cooperative agreements, leases contracts, orders, rights of ways, Memoranda of Understanding/Agreement, insurance claims and proposed regulations; drafting codes and regulations in cooperation with the Crow Legislative Branch; attending and providing input at Legislative Committee meetings and quarterly and special Legislative Sessions; attending on-site and off-site meetings with tribal departments and state, local or federal agencies and entities.

The Strategic Initiatives and Public Policy (SIPP) group provides a consistent and unified voice for Central Arizona Project (CAP) in matters of public policy, state and federal legislation and strategic positioning of the organization with our customers and throughout legislative or regulatory processes. The Tribal Relations & Strategic Initiatives Analyst:

  • Executes comprehensive outreach and serves as a liaison to enhance communications and relationships with customers and stakeholders, including tribal and agricultural stakeholders. • Makes recommendations and updates related outreach plans, proposals, and/or initiatives. • Determines information needs and tracks emerging issues potentially affecting CAP and its tribal and agricultural stakeholders, including federal, state, regional, tribal or business policies and regulatory directives. • Performs technical, financial, regulatory and legislative research and analysis associated with state and federal water, energy and environmental issues as they relate primarily to tribal and agricultural stakeholders. • Establishes strategic partnerships with outside agencies as directed by the Stakeholder Relations & Strategic Development Manager. • Acquires and analyzes information and technical data from internal and external sources. • Assists with all development, maintenance, updates and revisions associated with strategic planning. Collaborates with inter-departmental and cross-functional teams related to issue areas as needed. • Attends numerous meetings and community events and represents CAP before local, state, tribal and other organizations.

The successful candidate for this position will have a Bachelor’s degree, at least five years of related experience, experience with tribal relations, and a valid driver’s license. You should possess excellent interpersonal, negotiation, customer service, and conflict management skills. Also public speaking and professional writing experience is essential. The purpose of this communication is to request if American Indian Policy Institute could assist/partner with Office of Navajo Government and Commission on Navajo Government Development scheduling a Navajo Government Reform Listening Session for Navajo students attending Arizona State University.

The Navajo Government Reform Listening Sessions are intended for Navajo citizens to provide input and recommendations on the current Navajo Nation Government structure. Public comments will be considered in future Government Reform initiatives and referendums. It would be a great opportunity for Navajo college students to give their concerns and recommendations.

INTRODUCTION:
The Legal Department is the principle legal counsel of the Pueblo of Pojoaque and provides professional legal counsel and representation to the Pueblo as specified by the Tribal Council.

KEY DUTIES AND RESPONSIBILITIES:
Serving at the pleasure of the Governor and Tribal Council, all General Counsels perform a full range of legal services requiring substantial knowledge and understanding of the Pueblo, its departments and businesses, and a general understanding of Indian law and tribal-federal-state relationships.  The following examples of duties are intended to be illustrative only and should not be viewed as all-inclusive or restrictive.

The General Counsel for Governmental Affairs provides a full range of legal services on behalf of the Pueblo of Pojoaque Legal Department.  Under the direct supervision of the Chief General Counsel, the General Counsel – Governmental Affairs focuses legal representation and work for the Pueblo on the following priority areas and issues:

    • Environmental, water and land use laws, including land acquisitions, placing lands into trust, rights-of-way and easements for utility purposes.
    • Aamodt water rights adjudication, acequia water rights, and federal and state relations respecting the Pueblo water rights and uses.
    • Infrastructure development (including and advising the Pueblo on proposed contracts with third parties, right-of-way and lease agreements, utility agreements, and other related land use, housing and commercial development matters).

REQUIRED EDUCATION, LICENSURE & EXPERIENCE:
Education: Juris Doctorate degree from an accredited law school;

Licensure: State bar licensed, in good standing, preferably in New Mexico or willing to be admitted to the New Mexico State Bar within one (1) year, at the candidate’s expense. If admitted, be a member in good standing of a tribal, state or federal court and be capable of being admitted to the Pueblo of Pojoaque Tribal Court; and

Experience:  Demonstrated knowledge and familiarity with basic principles of federal Indian law, including such topics as tribal sovereignty, civil and criminal jurisdiction, land use, taxation, and cooperative agreements between Indian tribes and state and local governments.  Demonstrated ability to provide general legal services on a broad array of legal topics
