The incumbent works with the Director of Public Affairs and Senior Leadership to coordinate NIGC congressional initiatives, external relationship building, government-to-government consultations, and other intergovernmental coordination. Job Opportunity – City of Portland Tribal Liaison

The Position:

The Office of the Mayor is seeking candidates for Tribal Liaison. A primary objective is to assist the City Council and all city bureaus to establish and strengthen relationships with tribal nations, tribal officials and staff, and urban Indian leadership and communities. This position is responsible for overall American Indian/Alaska Native policy development and overall coordination of the city’s relationships with Native American tribal governments and affiliated entities, and also American Indians and Alaska Natives living in Portland. It involves providing expertise on tribal history, treaties, sovereignty, self-governance, protocols, customs and traditions, natural resources, relevant economic enterprises and cultural properties. The position provides a primary point of contact for City and the tribal public, and also involves facilitating the identification and discussion of urban Indian needs in Portland and facilitating discussions of Portland’s interests with Pacific Northwest tribes. The Tribal Liaison will report to the Mayor’s Deputy Chief of Staff and hold a full-time position within the Office of the Mayor.

Description: Under general supervision of the Defense Advocate Office Managing Attorney, represents parents involved in dependency and neglect cases and performs other legal tasks as required.This job class is treated as FLSA Exempt.

Tasks:

2.Drafts and prepares legal documents, pleadings, motions, briefs and appeals; represents clients in matters before the SRPMIC Court, including the SRPMIC Appellate Court.

3.Under supervision, conducts legal research and analysis, performs factual investigations and analysis, and prepares legal memoranda, pleadings and motions, as directed.

4.Ensures that files are kept and maintained in a timely and professional manner.

Knowledge, Skills, Abilities, and Other Characteristics:

  • Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
  • Knowledge of SRPMIC laws, ordinances and policies and Federal Indian law.
  • Ability to judge when consultation with, or referral to, attorneys is necessary or appropriate.
  • Ability to work with minimal supervision.
  • Ability to acquire and develop skills in communicating with, and instructing others, using both technical and non-technical language as appropriate.
  • Ability to provide legal information service and explanations to those for whom the subject matter is unfamiliar and/or difficult to understand.
Skills/Requirements
Qualifications: 
Education & Experience:High school graduation or GED and either one year of experience working in tribal courts or within a legal department or at least two (2) years of experience working in a tribal government.Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.

Insurability – Must possess and maintain a valid Arizona Driver’s License and be able to meet the SRPMIC insurance standards.

Special Requirements: 

  • Must demonstrate a commitment to ongoing training and education.  Failure to successfully complete training may be a condition for termination and/or repayment of costs.
  • Successful completion of any test established by the SRPMIC related to the practice of laws in the SRPMIC Court.
  • Community Code requires that a Community Court Advocate be an enrolled member of SRPMIC
