Job Opportunity – Court Solicitor

REQUEST FOR PROPOSAL

HOPI JUDICIAL BRANCH
HOPI TRIBAL COURT

The Hopi Tribe is seeking a qualified person to provide Court Solicitor services to the Hopi Tribal Court located in Keams Canyon, Arizona on the Hopi Indian Reservation. The Hopi Tribal Court is located approximately 60 miles northeast of Winslow, Arizona. The Court exercises jurisdiction over a broad range of civil and criminal matters.

A Court Solicitor will be contracted on a short term basis to provide a variety of legal advice, research and related legal services in support of the overall operation and functions of the Hopi Tribal Court and to help ensure that Court proceedings are fair, impartial and efficiently conducted.

TASKS:
– Review statutes, rules, Administrative Orders, policies and procedures, case law, contracts, assessments, strategic plans and other documents;
– Provide opinions, recommendations, alternative solutions and options resulting from review and research.
– Develop forms, policies, procedures, manuals, reports, resolutions, orders, and summaries.

MINIMUM QUALIFICATIONS:
– Proof of graduation from an accredited law school;
– Admitted to practice law before the Supreme Court of the United States or the Supreme Court of any state of the United States and currently in good standing;
– Two years of work experience in Indian Law or Tribal Court.

KNOWLEDGE AND SKILLS:
– Knowledge of applicable Hopi Tribal, state and federal statutes, rules, Administrative Orders, policies and procedures;
– Knowledge of intergovernmental relations and the legislative process;
– Knowledge of court processes and legal terminology;
– Knowledge of the principles and methods of conducting legal research;
– Skill in understanding and interpreting complex legal issues and matters;
– Skill in conducting legal research;
– Skill in compiling and developing reports;
– Skill in operating a personal computer utilizing a variety of software applications;
– Skill in establishing and maintaining an effective and cooperative working relationship with others.

Must never have been convicted of or plead guilty to any felony, nor been found guilty of any crime involving fraud or dishonesty. All offers of employment will be contingent upon successful completion of all reference, checks, education verification (including credentials, licenses and degrees) and background investigation.

Term of services is expected to be six months with the possibility of a longer term.

Job Opportunity – LOH Victim Advocate Attorney

The Tulalip Tribes Legacy of Healing (LOH) Program initiated services in 1998 through the STOP Violence Against Indian Women grant. LOH seeks to ensure the rights of all individuals to a safe and secure environment and to empower those who are being oppressed by reducing trauma and ending re-victimization resulting in the protection of future generations. The LOH Legal Advocacy Project is a new grant project funded by the Department of Justice Office on Violence Against Women. The LOH Legal Advocacy Project will provide holistic legal representation to victims of domestic violence, dating violence, sexual assault, and stalking.

The LOH Legal Advocacy Project will be supported by the Tulalip Office of Civil Legal Aid (TOCLA). TOCLA focuses on civil legal issues that affect tribal members’ safety, family, and access to services and education. In cooperation with TOCLA, the LOH Legal Advocacy

Job Summary: The Victim Advocate Attorney is an experienced attorney who will provide civil legal assistance to domestic violence, sexual assault, stalking and dating violence victims in cases relating to their victimization.

JOB DESCRIPTION

Classification Responsibilities: A City Magistrate is responsible for presiding over misdemeanor and civil traffic cases filed with the Mesa Municipal Court, and presides over Orders of Protection. A City Magistrate is responsible for applying relevant Supreme Court Rules, state statutes, City ordinances, and case law when presiding over trials to the court, trials to a jury, pre-trial conferences, arraignments, motions, and other hearings. An employee in this class is also responsible for imposing sentences commensurate to the offense and within the parameters allowed by law. In addition, may be required to conduct initial appearances or arraignments in a jail court environment in accordance with the Arizona Rules of Criminal Procedure. This class performs related duties as required.

Distinguishing Features: A City Magistrate is appointed by the City Council to a specified term. Prior to consideration for reappointment by the City Council, City Magistrates are evaluated by a Judicial Advisory Board, which makes recommendations to the City Council. This class is FLSA exempt- professional.

QUALIFICATIONS
Minimum Qualifications Required. Any combination of training, education, and experience equivalent to 7 – 9 years of experience as a lawyer, judge, or hearing officer in criminal or traffic cases, and graduation from an accredited school of law.

Special Requirements. Admission to the Arizona State Bar Association. For this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and Federal Bureau of Investigation prior to commencing employment with the City of Mesa.

Salary: $143,000 / Year
