The Arizona Department of Juvenile Corrections enhances public protection by changing the delinquent thinking and behaviors of juvenile offenders committed to the Department.We are seeking a Chief Hearing Officer to work under the direction of the Administrative Counsel. This position is responsible for the administration of due process, as required by law and dictated by the decision being made, for certain decisions the Agency makes regarding the youth committed to its jurisdiction. Additionally, this position assists the Administrative Counsel in addressing general legal issues and inquiries.

  • Develops, reviews, revises policies and procedures, and practices for the administration
  • Conducts due process proceedings including approval of warrants and citations, suspension and revocation of conditional liberty, restrictive placement, discharge, secure care disciplinary infractions, and restitution
  • Supervises, trains and evaluates the Youth Hearing Officer
  • Establishes and provides training
  • Communicates with the Attorney General’s Office
  • Conducts legal research
  • Writes legal memoranda
  • Responds and addresses general legal inquiries and issues
  • Attends meetings and participates in work teams
  • Creates and maintains hearing reports and statistical summaries
  • Performs other duties as assigned
Knowledge of:

  • Diverse areas of law, including administrative, correctional, constitutional, juvenile, criminal, dependency, public records, tort, contract, education, health and employment
  • Rules of Criminal and Juvenile Procedure
  • Arizona Revised Statutes
  • Court and administrative processes

  • State and Federal litigation processes, preparation, management, and filing system in both simple and complex litigation

  • Requires possession of, and ability to retain, a current valid Arizona-issued drivers license.  Employees who drive on state business are subject to drivers license records checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).
  • Must have a Juris Doctor (J.D.); AND a current license to practice law.
  • The preferred candidate will have at least five (5) years experience in the practice of law, including juvenile or criminal law, administrative hearing and litigation.

MS. RODINA COLE CAVE (Class of ’01) Quechua (Peruvian Indian) descent has been appointed as Senior Policy Advisor to the Assistant Secretary of Indian Affairs.

Ms. Cave earned her law degree and Indian Law Certificate from Arizona State University Sandra Day O’Connor College of Law in 2001. Prior to her appointment she was a member of Sutin, Thayer & Browne where she practiced Indian law and complex litigation.  Ms. Cave has served a number of Indian tribes and tribal entities throughout her career.  Ms. Cave earned a Bachelor of Business Administration and a Master of
