JOB SUMMARY:

This position is located within the Department of the Interior, Office of the Secretary, Office of Policy Analysis, Washington, DC.

This position is located in the Office of Policy Analysis, which reports to the Deputy Assistant Secretary – Policy and International Affairs, and the Assistant Secretary – Policy, Management and Budget (PMB). The Office assists the Deputy Assistant Secretary and the Assistant Secretary and Department leadership in formulating, developing, analyzing, evaluating, and executing the Department’s policies. This position will serve as a policy analyst addressing climate change and the impacts it has on Native Americans.

The Office provides cross-cutting analysis and coordination to support decision-making and policy development; it provides expertise and leadership to evaluate Departmental programs, to develop and coordinate new programs, to conduct studies of policies and programs, and to conduct relevant economic analyses. The Office coordinates and guides inter-agency and multi-bureau program development and policy analysis tasks and undertakes issue analysis and decision documents on behalf of the Secretary, Deputy Secretary, and the Assistant Secretary for Policy, Management and Budget. The Office also coordinates the Department’s activities related to invasive species, tribal water settlements, ocean, coastal, and Great Lakes resource management, and plays a major policy role in Arctic issues.

This is a permanent, full-time, career/career conditional appointment.

This vacancy may be used to fill additional positions as vacancies become available.

Salary Information
GS-14 $107,325-$139,523 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy is also announced as OS-6010-15-RD-110(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

The Office of Policy Analysis has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Qualifications and Education Requirements
The Office of Legal Counsel consists of five (5) In-House attorneys as well as the Prosecutor, Assistant Prosecutor and Child Protection/ICWA attorney.  The Deputy Executive Legal Counsel completes tasks as assigned by the Managing Attorney and Executive Officials.  The Deputy Executive Legal Counsel would provide advice to the Executive Officials and various Boards, Committees, Commissions and Executive Branch departments such as the Department of Health and Human Services, the Department of Economic Development and the Environmental Protection Program.  The Deputy Executive Legal Counsel’s responsibilities would include: drafting, reviewing and analyzing agreements, cooperative agreements, leases contracts, orders, rights of ways, Memoranda of Understanding/Agreement, insurance claims and proposed regulations; drafting codes and regulations in cooperation with the Crow Legislative Branch; attending and providing input at Legislative Committee meetings and quarterly and special Legislative Sessions; attending on-site and off-site meetings with tribal departments and state, local or federal agencies and entities.

COUNSEL, FAIR ELECTIONS LEGAL NETWORK (FELN)

The Fair Elections Legal Network (FELN) is a nonpartisan election reform and advocacy organization based in Washington, D.C. Our overall mission is to remove barriers to registration and voting for traditionally underrepresented constituencies and improve election administration using administrative and legislative advocacy, research, and litigation.

FELN is seeking an attorney with a background in civil rights or elections specifically to help implement the organization’s programmatic objectives and manage a growing election law and policy portfolio.

Qualifications. Policy and advocacy experience, as well as some knowledge of election administration and voting rights, is required. Litigation experience is a plus. Familiarity with grassroots organizations and campaign or organizing experience are strongly preferred. Applicants should have at least 1 year of post-J.D. experience and a good sense of humor.

Duties and Responsibilities. Primary responsibilities include: (1) working with partner election reform, registration, and mobilization groups to advance laws, rules and administrative practices that expand voter participation and combat restrictive measures; (2) engaging in ongoing outreach to state and local election officials to discuss reform initiatives and identify opportunities to collaborate; (3) working with FELN’s legal team to formulate appropriate responses to and/or develop legal theories for voting rights litigation; (4) collaborating on researching and drafting policy reports and legal briefs in pending cases; and (5) drafting blog posts and op-eds to communicate to broader audiences the impact of various election reforms. Additional responsibilities may include speaking engagements, attendance at staff and partner meetings, and assisting with preparation and review of fundraising documents.
