The Indian Health Service, Southwest Region Office of Human Resources, Workforce Relations Division is seeking to fill multiple Employee and Labor Relations Specialist (ER/LR Specialist) positions. The ER/LR Specialist position is J.D. preferred, however, not required. Generally, the ER/LR Specialist will provide guidance to lay management officials about disciplining, terminating and addressing performance and misconduct problems with their employee(s). There are opportunities to participate in litigation practice before the Merit Systems Protection Board and Federal Labor Relations Authority. Also, the IHS workforce is unionized, so there will also be opportunities to participate in mediation, arbitration, and negotiations with the Laborer’s International Union of North America. The ER/LR Specialists will also provide advice to management concerning Whistleblowing, fraud, waste and abuse and other matters involving the Office of Special Counsel, the Office of Inspector General and other third parties. The ER/LR Specialists generally encounter issues under the Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), other the Diversity Management & Equal Employment Opportunity matters, as well as items involving non-disclosure that fall under the Health Insurance Portability and Accountability Act (HIPAA) and Privacy Act.
