Central Arizona Project (CAP) is the largest supplier of renewable water in the state of Arizona. The Strategic Initiatives and Public Policy (SIPP) group provides a consistent and unified voice for Central Arizona Project (CAP) in matters of public policy, state and federal legislation and strategic positioning of the organization with our customers and throughout legislative or regulatory processes. In addition, the group coordinates strategic activities across the organization to ensure that Board of Directors’ 2011 Integrated Internal Strategic Plan and other priorities and CAP’s business objectives are met. The Tribal Relations & Strategic Initiatives Analyst:

• Executes comprehensive outreach and serves as a liaison to enhance communications and relationships with customers and stakeholders, including tribal and agricultural stakeholders. • Makes recommendations and updates related outreach plans, proposals, and/or initiatives. • Determines information needs and tracks emerging issues potentially affecting CAP and its tribal and agricultural stakeholders, including federal, state, regional, tribal or business policies and regulatory directives. • Performs technical, financial, regulatory and legislative research and analysis associated with state and federal water, energy and environmental issues as they relate primarily to tribal and agricultural stakeholders. • Establishes strategic partnerships with outside agencies as directed by the Stakeholder Relations & Strategic Development Manager. • Acquires and analyzes information and technical data from internal and external sources. • Assists with all development, maintenance, updates and revisions associated with strategic planning. Collaborates with inter-departmental and cross-functional teams related to issue areas as needed. • Attends numerous meetings and community events and represents CAP before local, state, tribal and other organizations.

The successful candidate for this position will have a Bachelor’s degree, at least five years of related experience, experience with tribal relations, and a valid driver’s license. You should possess excellent interpersonal, negotiation, customer service, and conflict management skills. Also public speaking and professional writing experience is essential.
